Henry C. Lozano
In 1985, shortly after United States Drug Enforcement Administration Special Agent Enrique “Kiki” Camarena was kidnapped, tortured and murdered by Mexican drug traffickers, Congressman Duncan Hunter invited Kiki’s high school friend, Henry Lozano, Director of Imperial Valley County Teen Challenge to launch “Camarena Clubs” in their hometown of Calexico, California. These Camarena Club members pledged to lead drug-free lives to honor the sacrifice made by Kiki. In 1986, Henry, as a board member of Californians for Drug-Free Youth, Inc. launched the first California Red Ribbon Week celebration with Governor Ronald Reagan. This drug abuse prevention initiative was launched nationally in 1988 and the United States Drug Enforcement Administration estimates that 80 million Americans participated in some way during 2011. The International Red Ribbon Movement (IRRM) is excited to announce a complete re-branding of the “Red Ribbon Drug Awareness Campaign”, as this year marks the 30th year of the nation’s oldest and largest drug prevention campaign.
Mr. Lozano was named Deputy Assistant to the President and Director of USA Freedom Corps on September 11, 2007. As Director of USA Freedom Corps, Mr. Lozano was charged with implementing President Bush’s vision for volunteerism and service in America. Echoing the President’s Call to serve, this launched the initiative in his 2002 State of the Union.
In 2001 Mr. Lozano was appointed by George W. Bush as Co-Chair of the President’s Advisory Commission on Drug-Free Communities, where Mr. Lozano focused his leadership on national prevention, intervention, treatment and recovery systems while serving the White House Office of National Drug Control Policy Director John P. Walters.
In 1998 Mr. Lozano was appointed by President William J. Clinton to the President’s Advisory Commission on Drug-Free Communities serving the White House Office of National Drug Control Policy Director General Barry McCaffrey.
Mr. Lozano was recognized by President George H. W. Bush and the President’s Drug Advisory Council, as the top drug prevention coalition leader in the United States at the National Leadership Forum in 1990 and delivered the opening address in Washington, DC.
Mr. Lozano was appointed by Governor Arnold Schwarzenegger to serve the California cabinet office, California Volunteers, as a Commissioner and presently continues to serve in this capacity for Governor Edmund G. Brown in 2010 – Present.
Mr. Lozano is a national leader in Hispanic communities where he served on the board of directors for the National Latino/Hispanic Prevention Network in 1999 – 2004. Mr. Lozano was the founder and director of the US Border Center for the Application of Prevention Technology in 2002 – 2006.
